India and the United States signed a major framework on Tuesday (May 26, 2026) to secure supplies of critical minerals. Officials finalized the agreement during the Quad Foreign Ministers’ meeting in New Delhi. The deal comes amid rising concerns over China’s export controls on rare earth elements and strategic metals. These minerals are essential for technology, clean energy, and manufacturing industries worldwide.
External Affairs Minister S. Jaishankar called the agreement “timely and critical” during the signing ceremony with U.S. Secretary of State Marco Rubio. He said the framework would expand cooperation across the entire critical minerals supply chain. The partnership will focus on mining, processing, recycling, and investment opportunities. Both countries also aim to strengthen long-term supply security.
Jaishankar said the framework would help India and the U.S. build resilient and diversified supply chains. He added that the agreement would support financing for major mineral projects. According to him, the partnership reflects the growing strategic cooperation between the two countries. He also said both nations want to address global economic and geopolitical challenges together.

Rubio warned that dependence on a single source could threaten national interests and economic stability. He added that the agreement provides a practical example of stronger cooperation between India and the United States.
Rubio also mentioned the U.S.-backed Pax Silica initiative, which focuses on building secure supply chains for critical minerals and artificial intelligence technologies. He said India’s participation in the initiative strengthened cooperation between the two nations. The new framework is expected to encourage investment, technology sharing, and industrial growth.
