CBI Raids Multiple Locations in Corruption Probe Related to Hydroelectric Project
On Thursday, several teams from the Central Bureau of Investigation (CBI) initiated searches in 30 locations, which notably included three properties belonging to former Jammu and Kashmir Governor Satya Pal Malik situated in Delhi, Gurugram, and Baghpat in Uttar Pradesh. This action is part of the CBI’s investigation into suspected corruption related to the granting of a contract for a hydroelectric project in the Union Territory.
According to a source, the Central Bureau of Investigation (CBI) conducted coordinated raids in eight States/Union Territories, including Jammu and Kashmir, Delhi, Uttar Pradesh, Haryana, Mumbai, Bihar, and Rajasthan. The raids targeted three locations associated with Satya Pal Malik in Delhi, Gurugram, and Baghpat, along with properties linked to his associates. Authorities also targeted some of these associates, including IAS officer Naveen Choudhary, who served as the chairman of CVPPPL, as well as MD MS Babu, Directors M K Mittal, and Arun Mishra. Malik had previously asserted that the Central government’s approval of the request for aircraft to transport CRPF personnel might have prevented the Pulwama terror attack in February 2019.

CBI Launches Probe Into Alleged Bribery Scandal Involving Satya Pal Malik
In October 2021, individuals allegedly offered bribes totaling Rs 300 crore to Satya Pal Malik to approve two files, one of which involved a Rashtriya Swayamsevak Sangh (RSS) leader. Following this claim, the Central Bureau of Investigation (CBI) initiated two cases and conducted searches at 14 different locations. The cases filed by the agency implicated Anil Ambani’s Reliance General Insurance Company (RGIC) and officials from Chenab Valley Power Projects Pvt Ltd (CVPPPL), among others.
CBI FIR Exposes Irregularities in Kiru Hydel Project Tendering
The CBI FIR regarding the Kiru Hydel Project highlighted that investigations conducted by the Jammu and Kashmir Anti-Corruption Bureau (ACB) and the power department uncovered discrepancies. These investigations revealed that the awarding of the civil works package for the Kiru Hydroelectric Power Project did not adhere to e-tendering guidelines. Although the 47th Board Meeting of CVPPPL made a decision to re-tender the project through e-tendering with reverse auction after canceling the ongoing tendering process, the authorities did not implement this decision. Ultimately, M/s Patel Engineering was awarded the tender despite the failure to follow the prescribed procedures.
