On Tuesday, the Uttarakhand government’s Information Technology Development Agency (ITDA) conducted a mock drill for the Uniform Civil Code portal in preparation for its official launch. The drill revealed some “minor technical issues,” and the government stated that steps are being taken to resolve them promptly.
While the official date has not been confirmed, sources indicated that the government plans to implement the rules on January 26. The Cabinet approved the rules manual on Monday.

Over 3,500 dummy registrations and 200 applications processed during UCC Portal mock drill; 7,728 officer IDs created
As per a communication from the state government, over 3,500 dummy registrations were completed on the portal during the mock drill, with around 200 dummy applications processed by sub-registrars and registrars. Furthermore, 7,728 officer IDs were generated.

Mock drill successfully identifies technical challenges in UCC Portal, including Aadhaar registration and mapping errors
The communication stated, “The main goal of this mock drill was to pinpoint technical hurdles and operational challenges related to the UCC Portal rollout, and this objective was successfully met during the exercise. Minor technical issues were observed in the citizen module, especially in the Aadhaar-enabled registration process. Additionally, mapping errors were identified between registrar and sub-registrar user accounts in some areas.”

“ITDA promptly took note of these concerns and has initiated the process of addressing them, while also implementing further measures to ensure a timely resolution,” it said.

Mock drill streamlines portal workflow; village panchayat officers appointed as sub-registrars for rural access
The statement also mentioned that the mock drill helped further streamline the portal’s workflow, ensuring that all processes, from user registration to final approvals, are optimized for better efficiency. In rural areas, village panchayat development officers have been designated as sub-registrars to offer registration services locally, making it more accessible for rural citizens.
