    President Donald Trump signed an executive order on Tuesday aimed at expanding access to in vitro fertilization (IVF) and making the treatment more affordable for Americans. This action is part of the administration’s efforts to reduce the cost of fertility treatments and support family-building initiatives. According to a White House fact sheet titled “President Donald J. Trump Expands Access to In Vitro Fertilization (IVF),” the order prioritizes policy recommendations to ensure consistent access to IVF, reduce out-of-pocket expenses, and improve health plan coverage.

    The White House acknowledged that a single cycle of IVF treatment can cost between USD 12,000 and USD 25,000, with multiple cycles often needed to achieve pregnancy. The new executive order aims to identify policies contributing to the high cost of IVF and recommend legislative solutions where necessary. In its statement, the White House emphasized the importance of family formation and stated that public policy should support mothers and fathers who long to have children.

    The executive order addresses the issue of declining fertility levels in the U.S. Data from the Department of Health and Human Services (HHS) shows that over 85,000 babies were born via IVF in 2021. However, the U.S. fertility rate hit another record low in 2023, dropping by 3 percent compared to 2022. Between 2014 and 2020, the fertility rate decreased by 2 percent annually, raising concerns about long-term demographic trends.

    White House Press Secretary Karoline Leavitt praised Trump’s decision, emphasizing its potential to improve IVF access and lower costs. She posted on X (formerly Twitter) “PROMISES MADE. PROMISES KEPT: President Trump just signed an Executive Order to Expand Access to IVF! The Order directs policy recommendations to safeguard IVF access, aggressively cut out-of-pocket and health plan costs, and promote family-building opportunities for Americans facing fertility challenges.” Leavitt reiterated that the administration remains committed to supporting policies that ease the financial burden on families seeking fertility treatments.
